Tema uspostave i razvoja e-uprave sve je aktuelnija u javnom prostoru.
Kao jedna od tendencija u razvoju uprave ona utiče na metode rada i strukturu
uprave, omogućavajući unapređenje radnih procesa, ali i povećanje
transparentnosti i efikasnosti u pružanju javnih usluga. Međutim, analizirajući
postojeći pravni okvir, provedena istraživanja i izvještaje, lako se dolazi do
saznanja da razvoj e-uprave u Bosni i Hercegovini u poređenju s drugim
državama uveliko zaostaje. Odsustvo strateškog pristupa u razvoju e-uprave,
manjak koordinacije i nejasne nadležnosti različitih administrativnih nivoa, te
nepotpun i neujednačen pravni okvir glavne su prepreke razvoja e-uprave. U
radu se razmatraju potreba i značaj zakonskog uređivanja ove oblasti, odnosno
upotpunjavanja postojećeg pravnog okvira kroz donošenje posebnog zakona o eupravi koji bi predstavljao sadržinsku i organizacijsku osnovu informatizacije
poslovnih procesa u organima javne uprave.
In the paper author discusses the issue of shaping e-government through
the establishment of an appropriate legal system (in addition to the one that
already exists) in Bosnia and Herzegovina. Analyzing the existing normative
framework, special attention was paid to the fundamental legal assumptions for
the establishment of e-government. Although it has adopted modern legislation,
the legal framework for modern electronic services in Bosnia and Herzegovina
lacks, in the author's opinion, a basic element, which is a special law on egovernment. Such a law would represent the substantive and organizational basis
for the implementation of e-government as a modern service delivery system.
